The infrastructure fund (name is not discosed at this point), is an established mid-market infrastructure investor. They were founded in year 2010 and now manage € 4.5 billion of capital, largely from pension funds.
They are a long-term, conservative investor with 20 portfolio companies in the critical infrastructure space, including renewable energy, utilities, transportation, and social infrastructure. 
Östlund Consulting Wind is contracted as an industrial advisor in the power space. 

Obligo is a privately owned investment company founded in 2013. Obligo has around 30 employees at offices in Oslo and Stockholm and manages 1.2 billion euros.
Obligo owns 100% of Falon Wind, which operates wind farms in Sweden. Obligo is building a portfolio of operational onshore wind power in Sweden.
